Once Riding is learned, you can immediately use a horse after purchasing one from him.
Alternative Free Ways To Unlock Riding And A Horse
Wild horses can be interacted with in the open world. Repeatedly petting wild horses eventually triggers a quest that requires petting 10 horses, which rewards the Riding skill without paying councils.
Some events also reward items used to obtain a horse. Horse thief events occur at 1:00 am and 1:00 pm in locations like Serbule Hills and west of Serbule Keep. These events drop horse apple seeds and sometimes a horse breeding primer.
Horse apple seeds can be grown with Gardening level 6 and fertilizer. Once harvested, a horse apple can be used on a wild horse to attempt taming. If successful, the horse becomes a permanent mount.
